At one time, all of Optimum's creatine powders were vegan, probably still are, but you'll definitely want to check to be sure in case they've changed their animal testing policies. Also, they like to use sucralose (Splenda) for their sweetener in many products, so if it's a flavored creatine powder by any chance (like their CGT), you'll want to make sure it's sucralose-free as well.
Anything with chondroitin is not vegan. There's never been a vegan chondroitin supplement on the market, nobody has been able to replicate it in a non-shellfish form. Anything with chondroitin is definitely going to contain shellfish by-products, so steer clear of anything containing it.
