Just because you are talking to another leader, does not mean that you cannot be appeasing them, and that you are going to be automatically hostile. Neville Chamberlain met Hitler in Munich in 1938 and 'appeased' Hitler - he couldn't only appease by not meeting him - though some would argue his actions were borne more from realpolitik.
